How does the 10% HUBZone price evaluation preference work?
In full-and-open competition, a contracting officer applies a 10% price evaluation preference in favor of HUBZone offerors - the non-HUBZone offer is evaluated as if its price were 10% higher. It's one of the few socioeconomic tools that works without a set-aside.
Can my requirement be HUBZone set-aside or sole-sourced?
That's the contracting officer's determination, based on market research and the FAR's qualifying conditions. What we can do: respond to your sources sought or RFI, provide the capability documentation that supports the determination, and show that the requirement can be delivered through an active vehicle like GSA MAS or NASA SEWP V.
What are the HUBZone sole-source thresholds?

Under FAR 19.1306, a contracting officer shall consider a HUBZone sole-source award before considering a small business set-aside when there is no reasonable expectation of offers from two or more HUBZone concerns, the requirement is not currently performed under 8(a), the concern is determined responsible, and award can be made at a fair and reasonable price. The anticipated price, including options, must not exceed $8.5 million for requirements within manufacturing NAICS codes, or $5.5 million for all other NAICS codes.

HUBZone set-aside procedures are at FAR 19.1305; the price evaluation preference is at FAR 19.1307. StorSoft’s current status is verifiable in SAM.gov and SBA’s Dynamic Small Business Search.
